On November 25,2025, during the Mountainous Low-altitude Economy Innovation Summit at the World Drone Conference (Leshan·Ebian), Ebian County hosted a symposium on collaborative development between government and enterprises in the low-altitude economy sector. Attendees included Yang Jincai, Academician of the European Academy of Sciences, Arts and Humanities, Chairman of the World Drone Conference, and President of Shenzhen Drone Industry Association; Qi Bin, County Party Secretary; Qu Biequyi, Deputy County Party Secretary; and executives from 14 leading enterprises in the low-altitude economy field.

The discussion was lively and practical. The experts and entrepreneurs discussed the industrial planning, the construction of the test flight base, the supporting policies and the project implementation of the low-altitude economy in Ebian.

In his address, Qi Bin systematically outlined Ebian's strategic advantages and unwavering commitment to developing its low-altitude economy. He emphasized that Ebian is actively integrating into the city's "241" modern industrial framework, driving the low-altitude economy to new heights. Regarding application scenarios, Ebian will fully open up diversified use cases to establish a platform for experimenting with cutting-edge technologies and innovative models. In terms of resources, the county will leverage its unique strengths in green energy, fiber-optic networks, and mineral resources, along with a steadily growing talent pool, to bolster industrial growth. On the service front, the county government will deepen public-private partnerships through concrete measures, ensuring the low-altitude economy takes root and thrives in Ebian.

Academician Yang Jincan and corporate representatives unanimously praised Ebian's innovative development strategy and pragmatic approach to low-altitude economy. They pledged to leverage this symposium as a springboard for deeper collaboration, actively integrating technological and capital resources with Ebian's unique advantages to jointly explore this vast 'new blue ocean' in mountainous low-altitude economic development.
